China Power Engineering Consulting Corporation North China Power Engineering Co., Ltd. (hereinafter abbreviated in English as “NCPE” or “the Company”) is a high technology enterprise established by reforming the original North China Electric Power Design Institute founded in 1953 under the Ministry of Electric Power. With its vision of “ Building an international engineering corporation with high value creativity”, core values of “ Trust · Responsibility” and rich technological resources and strong project management capability, the Company supplies high-level engineering consultation, survey & design and general contracting services. Mr. Liu Chaoan, Chairman of the Board, is its legal representative. It has the registered capital of RMB 123,700,000.
As a state-level large and main enterprise majoring in engineering survey & design, engineering consultation and general contracting, NCPE has got the Certificates of Approval for independently engaging in foreign economic cooperation and operation and import & export. Holding more than 20 Class A qualification certificates including comprehensive engineering design, comprehensive engineering investigation, engineering consultation and engineering surveying & mapping, the Company is able to undertake the consultation, survey & design, engineering general contracting, tendering agency, engineering supervision and project management of various industries and engineering constructions. Besides, it can undertake special design, evaluation, assessment and equipment purchase of environmental protection, geological hazard, geological investigation, soil & water conservation, earthquake safety, pressure pipeline and pressure vessels.
Based on the management concept of “ Being concise, efficient, open and in proper sequences” , NCPE has been engaged in construction of scientific and efficient modern enterprise management system, continuous improvement of corporate operation system and management mechanism and steady up-grading of lean management level. It has established a quality, environment, occupational health & safety management system covering all its business fields and a perfect management system aiming at an international engineering corporation with design as main and integrating design, purchase, construction and commissioning. The Company has won many times the title of “Advanced Enterprise with Good Quality and Efficiency in the Power Industry” and has been awarded with the “Special Prize for High Quality and Efficiency in the Power Industry”. In the past years, it has enabled itself to rank in the Top 100 National Engineering Survey and Design Enterprises in respect of comprehensive strength and has ranked among ENR 225 International Contractors and among the Top 60 Chinese Contractors & Top 60 Chinese Engineering Design Firms. Furthermore, it has been awarded by ENR with the title of “The Chinese Engineering Design Enterprise with the Greatest Development Potential”. It has gained Class AAA Credit Status Certificates and, for many years, has had a contracted value of over RMB 5 billion.
By carrying forward the spirit of “To be self-reliant to gain mutual benefits and to seek progress in an optimistic attitude”, NCPE has created a specialist team majoring in engineering technology, engineering management, marketing and safety. With a staff of over 1000, including 1 state survey master, 13 specialists who enjoy special subsidies of the State Council, 109 professor-level senior engineers, 530 senior engineers and 322 persons having obtained various state-level professional qualification certificates, it has set up a team of compound talents necessary for the development of the international engineering corporation.
NCPE is equipped with intelligent office equipment and advanced production and management facilities. It has committed itself to building an information-based corporation by constructing the corporate information technology supporting system centering on NIDES, NIPRO and NIMAN and structured by base support level, information integration level, information application level and company portal level, which has followed the trend of international development. The internationally advanced instrument and equipment for air testing and water environmental testing and the excellent engineering survey equipment plus unique management means can sufficiently assure the supply of high quality projects and surpassing of the clients’ value.
NCPE has been applying thoroughly the scientific outlook on development into its engineering practice and has actively been developing those technologies with the nature of sustainable development such as resource saving (water saving, energy saving and land saving), environment control (desulfurization, de-NOx and dedusting), regenerative energy (wind power, solar energy, biomass power generation and refuse-fueled power station), smart grid, environment protection and low carbon. It has promoted its technological advancement by organizing to tackle the various technical problems in 1000MW ultra super-critical unit, 1000kV UHV transmission & substation technology, air cooling system in power stations, natural draft cooling tower with flue gas injection, clean combustion, IGCC & coal gasification and sea water desalination. Since 1980, NCPE has taken part in the compilation mainly of more than 50 national and industrial standards. Up to now, 121 Provincial and Ministerial awards of superior engineering design, superior engineering survey and superior computer software, 97 Provincial and Ministerial awards of superior engineering consulting achievements, 2 state-level awards of outstanding EPC project management and 88 Provincial and Ministerial awards of advanced technology have been won. In 2009, NCPE possesses 25 state patents and 3 special power technology patents. The Special Committee for Civil Construction under the Chinese Society for Electrical Engineering and The Special Committee for Electrical Technology under the Chinese Electric Power Planning & Design Association are both located in NCPE.
By the end of 2009, NCPE has completed about 900 power generation, transmission and substation projects both at home and abroad, of which there are 360 large and medium power generation projects with the total design capacity of 71159MW, accounting for one tenth of the total installed capacity in the country, 287 power transmission line projects with the total length of 17791km and 270 substation projects with the total design capacity of 89525MVA. In the past ten years, it has undertaken more than 20 EPC projects both domestically and abroad. The domestic projects having been completed or under construction can be found in 27 provinces, cities and autonomous regions in China while the overseas projects cover more than 20 countries and regions including Nigeria, Belorussia, Kazakhstan and Indonesia. The Company has developed a good business and technological exchange relationship with the companies and institutions in more than 20 countries and regions including U.S, Russia, Germany, France and Switzerland and has set up its representative offices in Africa, the Middle Asia and Middle East. It has made significant achievements in its overseas market enlargement and has won much honor for the country.
NCPE has wholly-owned and holding subsidiaries of North China Power Engineering ( Beijing ) Co., Ltd., DE’AN Power Engineering (Beijing) Co., Ltd, Beijing Desheng Power Engineering Supervision Co., Ltd. and North China Electric Power (Nigerian) Co., Ltd.. They have obvious technological advantages in engineering supervision, tender & bid and their agency, logistics, equipment manufacturing supervision, retrofit of urban power grid, design of distributed power source and general contracting.
